You omit his other comments regarding thew purpose of the SMO, which included not just protection and succor to the beleaguered Russians living in Donbas, but also the de-Nazification of Ukrainian government and society, and the "demilitarisation" of Ukraine.
De-Nazification refers to what happened in Kiev after the US/NATO backed Maidan Coup in 2014, after which the far right took power at the highest levels of government, and PM Yatsenyuk promised to "cleanse the subhumans from our land".
The "demilitarisation" means to remove the NATO training facilities, the US biolabs and other Western weapons, plant and equipment, as well as all the "trainers" and "advisors" from NATO.
