Um... no. You don't know the history. That dam was built in 1952 to supply water and electricity to CRIMEA. That was why Khrushchev "gifted" Crimea to Ukraine. Administratively speaking, it made little sense to have the life's blood of one SSR (Crimea) rely completely on infrastructure that was in another SSR.
Crimea relies on the North Crimean Canal, which was built after Crimea was transferred to Ukraine.

Why would the Russians want to deprive Crimea, their shining jewel, home of their vaunted Black Sea Fleet, of both water and electricity?
