The ICC is a joke. Unlike the ICJ, the ICC is completely corrupted.

They cannot even see their way clear to charge Netanyahu, Herzog, Gallant and the other genocidal psychopaths in Israel.

And of course they also declined to indict Bush and Cheney for the clearly illegal war in Iraq.

Evenm though teh US is not even a signatory to the ICC, it controls the court. When the ICC began investigating alleged war crimes committed by the US and others in the Afghan conflict (remember Abu Ghraib?), the US slapped sanctions on Fatou Bensouda and others in the ICC until they backed down.

So please, do not talk to me about the ICC.

The UN report you cite is from December 2021. But even then the report is footnoted to explain that the information is incomplete and subject to updating.

That is why the numbers from the OSCE monitors "on the ground" in Donbas is more reliable.

That said, the reports from both trhe UN and the OSCE agree that the vast majority killed were killed by Ukraine.

According to the UN report you have cited, the civilians killed broke down as follows:

81.4% In the "Republics' territory"

16.3% in "Government-controlled territory"

And yes, I will agree that the vast majority of deaths occurred in 2014 and 2015, before the Minsk Accords started and a cease-fire was declared.

The death toll of course spiked once Ukraine increased their shelling of Donbas by 3500% in early February 2022.
