That article says that the US Congress is responsible to "provide for the common Defence and general Welfare of the United States" and to "regulate Commerce with foreign Nations".

No mention of foreign governments. No mention of protecting US citizens from foreign governments.

Further, the Espionage Act is most definitely NOT designed to "protect citizens from foreign governments". It is designed to protect the secrets of the US government.

The US citizen is not mentioned ANYWHERE in the law.
