Nope. NATO and Ukraine are the aggressors. That was pretty much confirmed by Jens Stoltenberg when he declared that the current conflict in Ukraine actually started in 2014.

Regarding runway, that is, as Prof Mearsheimser would say, "simply not a serious argument".
