No. That makes no sense. The war is already VERY popular in Russia.
You need to do some research on false flag attacks. They are almost always done in order to prompt an intervention or precipitate some other abrupt action by a third party.
In the case of Syria, Al Nusra staged a false flag chemical attack in order to provoke the US and its allies to bomb Syria (which they did).
The blowing up of the USS Maine was another false flag used to get the US population mobilised for the Spanish-American war.
Many believe that the sinking of the Lusitania and the bombing of Pearl Harbor were also false flags designed to get a reluctant, pacifist, recalcitrant American people involved in WWI and II.
But no such motivation is needed in Russia.
A staggering 81% of Russians support the actions of the Russian armed forces in Ukraine. The dominant feelings among Russians caused by military actions in Ukraine are “pride for Russia” (51%), “anxiety, fear, horror” (31%), “shock” (12%).
Only 14% of Russians do not support Russia's actions in Ukraine.
Remember, since 2014, Russian civilians have been bombarded by news shows and media posts showing Russians living in the Donbas being bombed, shelled, sniped and generally slaughtered by Ukrainian Nazi militias.
In fact, the Russian Parliament (Duma) is constantly calling for more decisive action in Ukraine. In March, the Duma called upon Putin to "take the gloves off" and call an end to the "Special Military Operation" and instead openly DECLARE ALL OUT WAR ON UKRAINE.

In short, neither the Russian people nor their elected Representatives in government have any need for additional "societal mobilization".
