My point remains. You cannot say that Russia was not provoked by simply saying that it was stupid for them to feel provoked. You do not get to draw the red lines for Russia. They do. And Bill Burns wrote that in his 2008 memo to Condi Rice. He plainly said: "this is the brightest of red lines for Russia". It was then that the U.S. announced its NATO Open Door policy for Ukraine and Georgia.
