Minsk was not implemented because the West never intended to implement it. Merkel, Hollande and Poroshenko all admitted that Minsk was just a ploy to "buy time" in order to arm, train and supply Ukraine and prepare them for the inevitable war with Russia. They have admitted this; it is documented fact. You are simply spouting propaganda.

Secondly, there is a difference between "forcibly transferring children" and rescuing children at risk and removing them from a deadly war zone to a safe place.

Again, the charge of forcible transfer is propaganda and is easily negated. Show me the testimony of the parents or relatives of the children who were taken.
