In a word, YES. Because those "few anti-social elements" are actually rabid NAZIS who hate not just Jews, but also Russians.
The ultranationalist, Bandera-worshipping Nazis may not have been a large part of the country 20 years ago, before the so-called "Orange Revolution", but starting in 2005, Nazis took over key elements of the Ukrainian Government and civil society.
They did this with the help of the US and CIA, which had been working with Bandera and sheltering him until the KGB assassinated that Nazi bastard in Germany in 1959.
Victoria Nuland herself admitted at the U.S.-Ukraine Foundation Conference that the US had invested no less than $5 BILLION in "seeding" the Ukrainian government with pro-Western (and often Nazi) elements and preparing the Maidan Coup.
Certainly the government she hand-picked post-Coup was fascist/Nazi.
Following the Maidan Coup and the seizing of power by the government of Prime Minister Arseniy Yatsenyuk (aka “Yats”), the US State Department sent Kiev $320 million in aid to promote “National Unity, Democracy, Human Rights, and Media” — just in 2014!
Kiev then turned around and funneled that money to extremist, ultranationalist propaganda organisations like the Department of National Patriotic Education, Institute of National Memory, the Education Assembly, the Ukrainian Youth National Congress, PLAST, the National Corps, the Liberation Movement Research Center, PORA, not to mention far-right neo-Nazi groups like Svoboda, C14 and Right Sector.
In 2008, the Institute of National Memory (UNIP) was tasked with writing new textbooks on Ukrainian history “in order to help bring up the younger generation in a spirit recognising their national identity, respect and love for their native land”.
What kind of "democracy: has a government ministry called the Institute of National Memory????
It is 100% Nazi - it's all about promoting "Blood and Soil" - and if you don't know what that means, look it up. It ain't pretty. But that is the meaning behind the red and black of the Banderist OUN-UPA flag.
And every Ukrainian kid is being taught that bandera was a HERO.
