I think you need to understand that the US's strategic posture towards Russia was always to see it dissolved, broken down into different parts, so its vast resources could be exploited and the great Russian state could not pose a threat to US hegemony.
I think you need to look up the US strategic doctrine of "full spectrum dominance". This means, in a literal sense, that the US cannot tolerate any threat or challenge from any other state actor anywhere in the world. Russia and China are both large state actors in their respective regions and so the US sees them as threats that need to be contained.
In Russia's case, the practical strategy has always been to "carve up" Russia and then digest the various parts.
