I think this is the main point of the definition. The "intent". Fighting over resources, borders, etc. or pursuing conquest of territory would not fall under this definition. It's all about "destroying a group".

There only remains then the question as to whether Israel is intent on "destroying" Palestinians. I believe most people would say that denying a group access to water, electricity, food, medicine, etc. is de facto an attempt to destroy that group.

There is also the caveat of "in whole or in part". In this case, Netanyahu's orders to Ron Dermer, his minister of strategic planning, to "thin out" the population of Gaza certainly falls under that category. Dermer has thus become Bibi's Adolf Eichmann.
