I don't think Putin is blaming Ukraine! I think he is blaming the collective West, for arming, training, shaping, propagandising and generally prepping Ukraine to fight a US proxy war with Russia - and to fight - as Senator Lindsay Graham has said - "to the last Ukrainian".
