I agree. 100%. No argument from me at all. So why are you putting words in my mouth?

I never said America was "responsible for the poor containment".

I simply said:

1) Gain of function research is extremely dangerous.

2) Accidents can happen / will happen

3) Accidents DID happen - i.e., the "incidents" Obama referenced when he issued the ban on GoF in the USA.

4) To get around the ban, Fauci moved the research to Wuhan.

I am also sure that - like in Ukraine - the US had a signed agreement with the Chinese holding all US entities and personnel harmless and free from liability for any accidents, deaths, injury etc.

Now, regarding the question of "blame". Given the points I raised above - namely, (1) that Gain of Function is inherently dangerous as it involves specifically developing "super viruses" for which there is currently no vaccine or cure, and (2) knowing that there is always a risk of "escape" and letting such dangerous pathogens out into the general population, one can certainly make the case that Fauci & co. were responsible for the pandemic, given that they developed the SARS COVID-19 virus in the first place. Poor containment was a factor, but it was obviously a risk that Fauci and the NIH were willing to take.
