"The US secretary of state said Beijing was supporting Moscow's military-industrial complex "at an alarming rate", providing "tools, materials and technical expertise"."
"The warnings were clear. There was a shift and it was felt in the room.... It was a new development. It was very striking," said one participant in the meeting.
Blinken said Chinese assistance was particularly focused on Russia's optical equipment and fuel production, as well as its space sector, which
"not only contributes to Russian aggression in Ukraine, but also threatens other countries".
The US has seen China "begin to help rebuild Russia's defence industrial base, essentially offsetting trade with European partners".
Biden is particularly concerned about the supply of missile fuel.
