Em, can you summarise in a few words the argument that is used to explain how the State of Israel can be both Jewish and democratic?

Obviously it does not mean that democracy is only available for Jews, but I would like to hear how a state that is created as a "homeland" for a religious group can be democratic for its inhabitants who are not of that same group?
