Are you saying the US Congress was wrong in 2018 when they added a provision to the Defense Authorisation Bill that prohibited the sale of U.S. weapons and supplies to the "Azov Battalion"?

Was the great John Conyers WRONG when he entered the following comments into the Congressional Record?
