Actually, there is no proof or evidence that sexual violence was used by Hamas. The UN report you link to is not investigative, and that is why the UN has refused to add Hamas to the Sexual Violence "blacklist"
Pramila Patten's "report" was just a compendium of hearsay evidence, and the report itself never claims to have found any "evidence" or "proof". Patten merely says she found "convincing information". That is why the report is of no use officially or legally.
In fact, 7 months on, we still have no forensic evidence of rape committed by Hamas: no credible eye witness testimony; no forensic evidence of rape from the bodies recovered.
